An 18-month-old boy who toddled through an open gate Thursday afternoon became the city's first drowning victim of 2000.
Fire officials said David Michael Busch fell into the pool about 2 p.m. while his mother, who is hearing-impaired, was doing chores in the home in the 5400 block of West Edgemont Avenue.
Nine children died in Phoenix area pools last year.
